Frequently asked questions about eCommerce accounting in Estonia

Estonian companies must register for VAT once their taxable annual turnover in Estonia reaches €40,000. Thereafter monthly VAT reporting is required. Many business get a tax number when they form as this saves time and money later, especially if they expect to grow fast or register for the EU OSS scheme.

EU OSS applies to goods that are already located within the EU at the time of sale, and to B2C services provided to consumers in other EU member states. IOSS applies to goods imported into the EU from third countries.

EU OSS is voluntary and simplifies administration - you register for VAT in Estonia rather than in every EU customer's country. The threshold is €10,000 for total EU‑wide B2C sales of goods and services. Below €10,000 the Estonian VAT rate applies. Above €10,000 VAT is charged at the rate applicable in the buyer’s country.

EU OSS returns are filed quarterly. IOSS returns are filed monthly. These filings are in addition to the standard domestic Käibedeklaratsioon (KMD), not as a replacement.
